Just a few blocks north west of the White House, you should head for Café Milano in Georgetown if you are hoping to spot a famous face.  The menu offers upmarket Italian staples but the real draw is the crowd of celebrities and politicians including Bill Clinton and Catherine Zeta Jones said to frequent it when they are in town.
